In countries with poor plumbing, toilet paper would often block it. So, the habit was to put the used tp in a waste basket.
Yes, and it’s needed at places like where my wife works. Many homeless and/or mentally challenged people go there for assistance, and they don’t always know or want to do what’s considered “normal” by society. (Still funny)
Here in southwest Arizona it’s not at all uncommon to find what the sign’s trying to prevent, in stores, fast food restaurants, you name it. The plumbing across the border won’t handle TP, so they don’t flush it, and sometimes it just piles up.

We have signs like that where I work. The TP gets piled in the corners (3 stalls in that bathroom) it’s totally nasty. The signs are written in english AND spanish.
….not applicable in Athens…seriously you put your wiped TP in a bin…the sewage system can’t handle TP!
Because there’s always some disgusting person in a work place. We had someone who made sure their feces got everywhere in the bathroom *except* the toilet bowl.
Yeah, that’s just as gross and disgusting as it sounds.
